My name is Mohsen Fatemi. In English, my name is commonly pronounced /ˈmoʊsɛn/; in Persian, it is pronounced /moːhˈsɛn/.

I am a Public Policy and Public Management scholar and practitioner with multidisciplinary training and expertise in energy and environmental governance, social equity, and essential utility systems.
My doctoral research develops the Justility Framework for measuring justice-oriented behavior among U.S. electric utilities, examines how state-level institutional structures shape those behaviors, and identifies the conditions under which utilities pursue justice-oriented practices amid institutional fragmentation.
I bring multidisciplinary professional experience as an urban planner and architect. I hold a Master of Urban Planning from the University of Illinois at Urbana-Champaign, a Master’s in Architecture and Energy from the University of Tehran, and a Bachelor’s degree in Architecture.
